ISSUE:

Regulation 1070 requires instructor training for specified topics, but there is no mandated refresher training required after completion of the initial course. Although many 1070 qualified instructors, as well as other law enforcement instructors, take the initiative to keep themselves abreast of changes and/or attend refresher training of their own volition, there is no current regulatory mandate to do so.

POST staff believe that mandatory attendance at specified refresher training will assist in keeping the instructor skill and competency levels current.  

POST staff will meet with subject matter experts and other contributors in the areas of Arrest and Control, Firearms, Emergency Vehicle Operations, and Use of Force. These four (4) disciplines have been identified for an initial review, but other disciplines, including other 1070 mandated courses may be added a later time for review.

The subject matter experts will be asked to advise on the possible instructor update curriculum, length of course, and frequency. 

Information on specific regulatory recommendations will be presented to the Commission in a future Commission meeting for review and action.
