ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with California State University Long Beach (CSULB) to continue presenting the Force Options/Use of Force De-Escalation Train-the-Trainer course in an amount not to exceed $667,500.76 for FY 21/22.
BACKGROUND:
For FY 20/21 the Commission authorized the Executive Director to enter into contract with California State University Long Beach to present a Force Options/Use of Force De-Escalation Train-the-Trainer course that complies with SB 230.    
ANALYSIS:
This course will allow CSULB to present up to 24 additional courses for the Force Options/Use of Force/De-escalation Train-the-Trainer Class. This course satisfies the training requirements of Senate Bill 230 and Assembly Bill 392, Use of Force and De-escalation. This course is designed for instructors and covers the following topics: policy, duty to intercede, supervisor responsibility, implicit and explicit bias, mental health awareness, and learning strategies pertaining to use of force and de-escalation. This course satisfies perishable skills training for Tactical Communications. This course is designed to be used in conjunction with a Virtual Reality Force Option Simulator. The course can also be taught in a role play modality.    
RECOMMENDATION:

Staff recommends that the Commission authorize the Executive Director to enter into contract with CSULB to continue presenting the Force Options/Use of Force De-Escalation Train-the-Trainer course in an amount not to exceed $667,500.76 for FY 21/22.
