ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with qualified vendors for the development of Learning Portal self-paced courses in an amount not to exceed $900,000.00 to be expended over two years?
BACKGROUND:
Since 2005, POST has produced self-paced courses on a variety of topics that provide Continuing Professional Training (CPT) hours for law enforcement personnel as well as meet legislatively mandated training requirements. To accomplish this, POST has contracted with qualified vendors to assist in the design and development of this training.  In 2019, the Commission authorized the Executive Director to enter into contracts with various qualified vendors for the development of Learning Portal courses.
ANALYSIS:

The POST Learning Portal self-paced courses are a valuable resource for agencies. They have proven to be an effective means to obtain relevant and contemporary training that is readily available 24/7 at no cost to agencies. The number of completed courses and the amount of CPT credit awarded has regularly increased across the two-year CPT cycle over the past several cycles. Agency usage of the Learning Portal increased from the previous CPT cycle (2017-2018) by 7.25%. 569,781 CPT, or 8.22%, of all training, was completed during the 2019-2020 CPT cycle via self-paced courses on the Portal.

Self-paced courses that meet legislatively mandated training requirements are in high demand by the field. The course "Domestic Violence Update" was active on the POST Learning Portal from 2015 through 12/31/2020 when Flash ceased to be supported in browsers. During that time, the course had 25,095 completions. At the time, the course met the training mandate for Penal Code 13519. Due to changes in legislation, the course no longer meets the mandate and must be updated.

Considering current events related to hate crimes and proposed legislation (Assembly Bill 57), POST will be adding a Hate Crimes course to the development schedule. This course will serve as an interactive refresher course for in-service peace officers.

The requested amount will fund self-paced courses for domestic violence complaints and interactive refresher training for hate crimes. The funds will be encumbered through contracts with vendors over the next two years. If feasible, any funds remaining will be used to develop additional self-paced training to address current law enforcement needs.



 

 

 

 

RECOMMENDATION:
Staff recommends that the Commission authorize the Executive Director to enter into contracts with qualified vendors for the development of Learning Portal self-paced courses in an amount not to exceed $900,000.00 to be expended over two years.
