ISSUE:
BACKGROUND:

Assembly Bill (AB) 332 required POST to submit a report, on or before April 1, 2021, to the Legislature and Governor concerning training and remedial training in the intensive Regular Basic Course (RBC) academies.

Additionally, the bill required a review and recommendation regarding whether a minimum standard should be established for remedial training. In accordance with AB 332, POST staff have made several presentations to the Commission related to these matters.

The report was submitted to the Legislature in March 2021, and copy of the report is attached.

ANALYSIS:

In response to questions arising from AB 89, which is still in the legislative process at the time this agenda item was generated, POST staff analyzed data from AB 332 to explore the relationship between education, age, and ethnicity.

AB 89 proposes to add additional academic (and age) requirements for peace officers.

To effect this research, POST staff analyzed demographic data of approximately 2,590 academy students from 23 intensive RBC academies from the AB 332 study.

This information is presented to the Commission for informational purposes as a representative illustration of the varied level of formal education for the student population in the AB 332 study. It is critical to note that this does not necessarily reflect the formal education level for the entire profession.

RECOMMENDATION:
This item is presented for information only. No action is required by the Commission.
