ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to amend the contract with California State University, Long Beach for the presentation of the Executive Development Course (EDC) in an amount not to exceed $414,616.93?

Should the Commission concur, the appropriate action will be a MOTION to approve the staff recommendation as described in this report.

BACKGROUND:
The Training Program Services (TPS) Bureau fulfills POST’s vision through the development and maintenance of training curricula for California Peace Officers. TPS utilizes annual contracts to provide mandated and necessary training in the areas of leadership, criminal investigations, future foresight, supervision, management, instructor development, diversity, and tolerance. 

TPS maintains quality and excellence in its training course through quality assessment, instructor development, and curriculum updates to incorporate and address contemporary issues and subject matter improvements.

In order to remain contemporary and present relevant training, and based on feedback form law enforcement executives, a curriculum development workshop was conducted May 2021. Instructors and subject matter experts reviewed and updated curriculum. As a continuation of this process, an instructor development workshop is needed to familiarize instructors with the new course updates and prepare them to instruct the new material. Workshop services encompass one workshop designed to introduce and update the new EDC curriculum to the current EDC instructional staff.    

From the May 2021 curriculum update workshop, additional duties will be required of the course coordinators to facilitate new curriculum. For example, our new curriculum involves a teaching model where the course coordinators are heavily involved in facilitating real time problem-solving techniques for California police executives. This process is intensive, which demands course coordinators to be trained, prepared, and invested in producing positive outcomes. Due to the increasing workload related to the course coordinator positions, this required an increase in their wages. 
ANALYSIS:

Maximum budget expenditures are described in (Attachment A).

The amendment increase in the amount of $55,174.73 for FY 21/22 is necessary to support the need for:

  • Additional course coordinator duties
  • Instructor development workshop (Workshop services encompass an additional workshop designed to introduce and update the new EDC curriculum to the current EDC instructional staff.) 

The current contract will expire at the end of this fiscal year, on June 30, 2022. 

RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to amend the contract with California State University, Long Beach for the presentation of the Executive Development Course in an amount not to exceed $414,616.93.
