ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
  • Total POST Budget Authority for the Fiscal Years depicted are the amounts POST was authorized by the Governor’s Office and the legislature and published in the Governor’s Budget at the beginning of the respective fiscal year listed.  The listed amounts are the amounts POST relied upon during internal budget planning meetings.
  • Per the Department of Finance, fluctuations to the budget expenditures listed occur because of the point-in-time the Budget Galley is being queried, i.e.: the expenditure amounts for the past budget years change based upon various drills and adjustments made by DOF over time.   
  • Original FY2019/2020 Budget was: $81,363,000, whereas current Budget Galley lists expenditures of $87,776,000.  Original FY2020/2021 Budget was: $92,234,000, whereas current Budget Galley lists expenditures of $91,458,000.
  • For FY2020/2021, POST General Fund budget was increased by $10M to support Distance Learning grants and course upgrades, and Learning Management System upgrades and enhancements.  These funds were reappropriated via Budget Change Proposal from FY2018/2019 General Funds originally intended for Use of Force and De-Escalation training.
  • For FY2021/2022, pursuant to DOF Budget Letter 20-37, POST was required to reduce State Operations expenditures by 5% or $1.432M ($990k from the State Penalty Fund and $442k from the General Fund).  As such, the available budget for FY2021/2022 is $81,624,000 vs the published budget of $83,056,000.  DOF will adjust the amount at a future date.
