ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
POST staff have identified an estimated $3,210,001 that will be unused by the end of FY 21/22 from the allocations shown in the approved budget change proposal (BCP) for the ADLP. POST requested and received direction from the Department of Finance (DoF) on how to proceed. The DoF advised that available monies from any of the three parts within the ADLP may be applied to any of the other parts of that program as needed.
BACKGROUND:

The FY 20/21 California state budget reappropriated $10 million General Fund from the 2018 Budget Act to: (1) create a Distance Learning Grant Program, (2) increase the functionality of POST’s Learning Portal, and (3) upgrade previously produced and developed distance learning courses and videos.

A BCP was prepared and approved for the ADLP, with the following implementation plan allocations:

$5M Distance Learning Grant Program (DLGP)

$3M Learning Management System (LMS) Modernization

$2M Distance Learning Course Upgrades

ANALYSIS:

Some contracts and grants awarded as part of the ADLP have come in under budget. As a result, monies will be available to be used within the program as needed.

Expected expenditures through the end of FY 21/22 are $6,789,999. Expenditures for the DLGP may be invoiced over a three-year period.

The amount $3,210,001 will be shifted to the LMS Modernization part of the ADLP.
