ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the Robert Presley Institute of Criminal Investigation (ICI) program in an amount not to exceed $5,235,193.35?
BACKGROUND:

Commission on POST established ICI pursuant to Penal Code section 13519.9. The program's goal is to produce a highly trained and competent criminal investigator who can meet the investigative challenges of the future. ICI courses are intended for full-time, sworn detectives/investigators from California POST-affiliated law enforcement agencies. 

The program consists of an 80-hour core investigations course, 13 foundation specialty courses, and a series of investigative courses.

Students who complete the ICI Core course, one foundational course, and 72 hours of qualifying elective specialty training, qualify for the prestigious ICI Certificate of Achievement.

This training is offered without tuition cost for the POST Reimbursable Program participants.

ANALYSIS:

Maximum budget expenditures of $5,235,193.35 are described in Attachment A – ICI – Maximum Budget Expenditures.

Contract History is described in Attachment B – ICI – Contract History

The increase from Fiscal Year 2021-22 to Fiscal Year 2022-23 is necessary to support the need for:

  • Additional contract with California State University, Long Beach for ICI Core Course presentations based on field needs in the area.
  • Minor increases in personnel salaries due to cost-of-living adjustments.

Current contracts will expire at the end of Fiscal Year 2021-22.


RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the ICI program in an amount not to exceed $5,235,193.35.
