ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with the Simon Wiesenthal Center Museum of Tolerance (MOT) to present diversity training programs in an amount not to exceed $1,556,000?
BACKGROUND:

Diversity training remains an important priority and POST continues to partner with the Simon Wiesenthal Museum of Tolerance (MOT) to offer a variety of Tools for Tolerance programs designed for all levels of law enforcement personnel. 

Training topics available at MOT are:

  • Tools for Tolerance for Law Enforcement 
  • Tools for Tolerance for Command Staff 
  • Racial Profiling: Issues and Impact 
  • Police Response to Persons with Mental and Developmental Disabilities 
  • Hate Crimes Training
  • Hate Crimes Investigation
  • Train-the-Trainer for Racial Profiling 
  • Train-the-Trainer for Law Enforcement Awareness of Disabilities 
MOT courses supports the Commission's obligation to comply with Assembly Bill (AB) 953, PC 13519.4, PC 13519.6, Commission Regulation 1070, and Commission Regulation 1081.

ANALYSIS:

Maximum budget expenditures are described in Attachment A.

The contract history is described in Attachment B.

The proposed budget did not increase from the previous fiscal year.

Current contract will expire at the end of Fiscal Year 2022-23.


RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into a contract with the Simon Wiesenthal Center for the presentation of the Museum of Tolerance program in an amount not to exceed $1,556,000.
