ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the POST Management Course in an amount not to exceed $1,575,036.88?
BACKGROUND:

The 104-hour Management Course is presented in three instructional blocks and is designed to assist supervisors transitioning to middle management. Utilizing adult learning principles, the course covers several topics including: Transition to Lieutenant, Leadership, Community Policing, Strategic Planning, Fiscal Management, Personnel Issues, Legal Issues, Critical Incident Management, Ethics, Risk Management, Media Relations, and Personnel & Professional Growth.

Commission Regulation 1005(c) requires that every peace officer promoted, appointed, or transferred to a middle management position complete the Management Course prior to promotion or within 12 months after the initial promotion, appointment, or transfer to such position.

ANALYSIS:

Maximum budget expenditures of $1,575,036.88 are described in Attachment A.

Contract history is described in Attachment B.

  • FY 21/22 was converted to a Plan V for a single FY.
  • The requested amount for FY 22/23 is less than the Plan V budget amount for FY 21/22.

  • Current Plan V reimbursements will end this fiscal year on June 30, 2022.

RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the POST Management Course in an amount not to exceed $1,575,036.88.
