ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the Command College in an amount not to exceed $484,684.25?

BACKGROUND:

The Law Enforcement Command College is an intensive 14-month program designed to prepare law enforcement leaders for the challenges of the future.

The program focuses on:

  • Leadership principles needed to influence the future direction of an organization.
  • Strategies to identify emerging trends and issues and methods to provide a proactive response.
  • Skills and knowledge necessary to forecast and prepare for the future.
  • Methods and benefits of sharing information across agencies.
  • Use of multiple community stakeholders in problem solving.

The primary goal of the Command College is to provide sitting law enforcement leaders a course with a focus on futures forecasting and innovation. Students are exposed to leaders in the field of forecasting, innovation, economics, media relations, political science, and organizational leadership from across the nation.

This prestigious course requires applicants to submit writing samples and participate in an interview process prior to acceptance. The program is presented at a master’s degree level.

ANALYSIS:

Maximum budget expenditures for $484,684.25 are described in Attachment A – CC – Maximum Expenditures.

Contract History is described in Attachment B – CC – Contract History.

The increase from FY 21/22 to FY 22/23 is necessary to support the following needs:

  • FY 20/21 contract extended until December 31, 2021, which lowered the contract for FY 21/22.
  • FY 21/22 contract operates from January 1, 2022 to June 30, 2022.
  • FY 22/23 contract request will bring the contract back to the normal FY operating cycle; between June 30, 2022 and July 1, 2023.

Current contract will expire at the end of Fiscal Year 2021-2022.

 
RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the Command College in an amount not to exceed $484,684.25.
