ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the Executive Development Course (EDC) in an amount not to exceed $391,265.00?
BACKGROUND:

The EDC is designed for all sworn executive managers in the POST program holding the rank of lieutenant and higher who have completed the Management Course. 

This interactive course will assist students to prepare for the transition to law enforcement executive and addresses a broad range of contemporary topics, issues, and trends relevant to law enforcement leadership. A recent update includes principled policing, community perspectives affecting law enforcement leadership, and current legal issues regarding organizational liability.

An agency chief executive must successfully complete the EDC to receive the Executive Certificate.

ANALYSIS:

Maximum budget expenditures of $391,265.00 are described in Attachment A – EDC – Maximum Expenditures.

Contract History is described in Attachment B – EDC – Contract History.

  • The proposed budget did not increase from the previous fiscal year.
  • The contractor has presented two course-presentations for FY 21/22 as of this report.

  • No expenditures have been recorded for FY 21/22 contract. Contractor has yet to invoice POST and has three years to invoice against encumbered funds.

Current contract will expire at the end of Fiscal Year 2021-2022. 
RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the Executive Development Course in an amount not to exceed $391,265.00.
