ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the Supervisory Course in an amount not to exceed $1,859,048.97?
BACKGROUND:

Every POST participating peace officer promoted, appointed, or transferred to a first-level supervisory position shall satisfactorily complete a POST-certified Supervisory Course either 12 months prior to promotion or within 12 months after the initial promotion, appointment, or transfer to such position. 

The 80-hour course curriculum satisfies mandates for Use of Force intervention and mandatory reporting of Use of Force legislation, Hi Tech Crime investigations regarding Penal Code Section 1546.1, and CalVCB (victim reimbursement).

In addition, this course includes Leadership, Internal Affairs Investigations, Principled Policing, and Cultural Diversity components.

ANALYSIS:

Maximum budget expenditures are described in Attachment A – Supervisory– Maximum Expenditures.

Contract History is described in Attachment B – Supervisory – Contract History.

The proposed budget increased from the previous fiscal year.

The previous $6,930 reimbursement per presentation has never covered the cost of this course and was implemented when the POST budget was limited and unable to support these presenters. Several presenters have reinstated the Supervisory Course due to the mass turnovers in their departments.

The increase from FY 21/22 to FY 22/23 is necessary to support the need of:

  • Average cost per presentation of $24,928.15.
  • Adding five returning presenters, for a total of 14.
  • 73 presentations available to the field. 
  • A budget that meets their needs (in the past each presenter has operated with a $6,930.00 budget without any increase while costs have risen).
  • Two presenters need for equipment for an average of $3,502.50 each.
  • The increase costs of course materials and travel.
  • The increase of presentations due to forecasted attrition among supervisors and law enforcement officers.
The Supervisory Course was on Plan V reimbursement for FY 21/22. It will expire June 30, 2022.
 
RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into contracts with a qualifying entities for the presentation of the Supervisory Course in an amount not to exceed $1,859,048.97.
