ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the Sherman Block Supervisory Leadership Institute(SBSLI) in an amount not to exceed $2,633,960.70?
BACKGROUND:

SBSLI is an intensive, interactive, 8-month program consisting of 7 sessions is designed to stimulate personal growth, leadership, and ethical decision-making in California law enforcement front-line supervisors. Students are challenged to learn new ways to resolve issues through both group and individual work.

The program is a well-respected and highly sought-after leadership training program with widespread support from law enforcement leaders and departments throughout the state.

The curriculum provides a forum for personal growth and the development of qualities necessary for effective public safety leadership.

ANALYSIS:

Maximum budget expenditures of $2,633,960.70 are described in Attachment A – SBSLI – Maximum Expenditures.

Contract History is described in Attachment B – SBSLI – Contract History.

The proposed budget did not increase from the previous fiscal year contract.

Current contract will expire at the end of FY 21/22. 
RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into a contract with a qualifying entity for the presentation of the Sherman Block Supervisory Leadership Institute in an amount not to exceed $2,633,960.70.
