ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the Instructor Development Institute (IDI) in an amount not to exceed $814,364.50?
BACKGROUND:

The purpose of IDI is to "provide multi-level, multi-track programs to develop professionalism in the delivery of law enforcement instruction." IDI provides a tiered approach to law enforcement instructor development, from basic academy and entry-level instructor skills, through Master Instructor. 

POST continues to be the leader in collaborating with law enforcement subject matter experts in designing curriculum and training solutions that continually enhance the professionalization of California peace officers.

ANALYSIS:

Maximum budget expenditures of $814,364.50 are described in Attachment A – IDI – Maximum Expenditures.

Contract History is described in Attachment B – IDI – Contract History.

The proposed budget increased from the previous fiscal year.
The increase from FY 21/22 to FY 22/23 is necessary to support the need for:

• Adding a Master Instructor Progress Workshop.
• Adding two Train-the-Trainer Update course.

Current contract will expire at the end of Fiscal Year 2021-2022.

 
RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to enter into contracts with qualifying entities for the presentation of the Instructor Development Institute for an amount not to exceed $814,364.50.
