ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with California State University Long Beach (CSULB) to continue presenting the Force Options Use of Force De-Escalation Train-the-Trainer course for Fiscal Year 2022-2023 in an amount not to exceed $668,580.76?
BACKGROUND:
For Fiscal Year 2021-2022, the Commission authorized the Executive Director to enter into a contract with California State University Long Beach (CSULB) to present a Force Options Use of Force De-Escalation Train-the-Trainer course that complied with Senate Bill (SB) 230.
ANALYSIS:

This contract will allow CSULB to continue to present up to 24 three-day (24 hours) Force Options Use of Force De-Escalation Train-the-Trainer courses. This three-day course satisfies the training requirements of Senate Bill 230 / California Penal Code Section 13519.10, Use of Force and De-escalation - Assembly Bill 392 / California Penal Code Sections 196 (Homicide) and 835a (Force). It also satisfies the communications and use of force requirements of the POST Perishable Skills Program (PSP) established by 11 CCR § 1005.

This course is designed for instructors and provides training on considerations related to use of force including legal standards, objectiveness, de-escalation, duty to intercede, supervisor responsibility, implicit and explicit bias, mental health awareness, and the need to safeguard life, dignity, and liberty of all persons without prejudice to anyone. This course is intended to examine the considerations, reasoning, and analysis that occurs concurrent to a use of force incident.

This course has been very well received by the field and continues to maintain full classes. 

RECOMMENDATION:

If the Commission concurs, the appropriate action is a MOTION to authorize the Executive Director to enter into a contract with CSULB to continue presenting the Force Options Use of Force De-Escalation Train-the-Trainer course for Fiscal Year 2022-2023 in an amount not to exceed $668,580.76.
