ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to amend the contract with Allen Communications Learning Services (Allen Comm) for Learning Portal support and enhancements in an amount not to exceed $163,000.00 as follows:

Amendment #4: Hosting, maintenance, support, and enhancements for the period needed to transition to a new learning management system (LMS).

BACKGROUND:
  • The original requested contract amount was approved by the Commission on February 18, 2015, not to exceed $577,300.00 for a three-year term (2016-2018).
  • An amendment to the original contract was then approved by the Commission on February 7, 2018 for another three-year term (2019-2021), not to exceed $598,398.00.
  • Three additional amendments to the original contract were approved by the Commission on June 2, 2021 for a total of $1,823,878.00 for enhancements to the POST Learning Portal to include expanding administrative features for exam coordinators, candidates, and testing and for an apportionment of reallocated Governor-Directed funding specifically designated for the Learning Management System (LMS) modernization to support distance learning.
ANALYSIS:

Work for the three amendments that were approved June 2, 2021 will be concluded by June 30, 2022. POST is in the process of procuring a new LMS. The existing Portal must be maintained during the transition to the new LMS to ensure transfer of data and to minimize disruption for the field.

The current vendor must continue hosting, supporting, and maintaining the Learning Portal, including enhancements necessary for migration, during the transition period July 1, 2022 through June 30, 2023. 

RECOMMENDATION:
POST staff recommends the Commission authorize the Executive Director to amend the contract with Allen Comm for enhancements to the Learning Portal in an amount not to exceed $163,000.00.
