ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:
Should the Commission authorize the Executive Director to enter into a contract with a qualified vendor to develop and implement a new LMS in an amount not to exceed $2,697,001 over the next two years?
BACKGROUND:

POST began the Project Approval Lifecycle (PAL) process for a Learning Management System (LMS) with CDT in 2020.  PAL is a detailed four-stage process that includes business analysis, alternatives analysis, solution development, project readiness, and approval.

In mid-2020, due to the pandemic response, $10M in governor-directed funds were made available for an advanced distance learning platform (ADLP) initiative. Part of this initiative was the modernization of the POST LMS system.

At the December 2, 2021 Finance Committee and Commission meetings, POST reported that monies were remaining for the ADLP initiative and with permission from Department of Finance, would direct the remaining funds to complete the LMS modernization portion of the ADLP in the amount of $3,210,001. This amount covers the remaining of the LMS modernization project and removes the need to request any additional monies.

ANALYSIS:

At this time, POST has completed PAL stages 1 and 2 for the LMS and is beginning the solution development stage.

Now that POST is entering stage 3 of the PAL process, we have identified costs and a new vendor for providing a new LMS solution.

Of the $3,210,001 remaining for LMS modernization, $2,697,001 is available for the new LMS itself over the next two years.

RECOMMENDATION:
Staff recommends the Commission authorize the Executive Director to enter into a contract with a qualified vendor to develop and implement a new LMS in an amount not to exceed $2,697,001 over the next two years.
