ISSUE, BACKGROUND, ANALYSIS, & RECOMMENDATION
ISSUE:

Should the Commission authorize the Executive Director to enter into contracts with POST-certified presenters of the Basic Academy Emergency Vehicle Operation Course (EVOC) during Fiscal Year 2022-23 in the amount not to exceed $4,237,500?

BACKGROUND:

For many years, the Commission has contracted with various presenters to deliver high cost training in the Basic Academy Emergency Vehicle Operations Course (EVOC), at a per student cost established in the contracts. During Fiscal Year 2021-22, this course was contracted with 20 presenters throughout the state.  For Fiscal Year 2022-23 we will add an additional presenter making the total 21.

ANALYSIS:

The overall contracted amount proposed for Fiscal Year 2022-23 will increase from $3,843,225 from the previous year, not to exceed $4,237,500. (see Attachment A)

Contract agreements are proposed for the following basic academy presenters:

     -Alameda County Sheriff's Office

     -Allan Hancock College

     -Bakersfield Police Department

     -Butte-Glenn Community College District

     -College of the Redwoods

     -Contra Costa County Sheriff's Office

     -Napa Valley College Criminal Justice Training Center

     -Oakland Police Department

     -Riverside County Sheriff's Department

     -Sacramento County Sheriff's Office

     -Sacramento Police Department

     -San Bernardino County Sheriff's Department

     -San Diego Police Department

     -San Joaquin Delta College

     -Santa Clara County Sheriff's Office

     -Santa Rosa Junior College

     -South Bay Regional Training Public Safety Training Center

     -Stanislaus County Sheriff's Office

     -State Center Regional Training Facility

     -Tulare-Kings Law Enforcement Public Safety Training Department

     -Ventura County Sheriff's Office

This item supports Strategic Plan Goal #4:  Enhance law enforcement's ability to serve their communities.

RECOMMENDATION:

Staff recommends the Commission authorize the Executive Director to enter into contracts with POST-certified presenters of the Basic Academy Emergency Vehicle Operation Course (EVOC), during Fiscal Year 2022-23 in the amount not to exceed $4,237,500.
