ISSUE:

Should the Commission authorize the Executive Director to discontinue the development of a self-paced course on hate crimes and permit the Executive Director discretion to develop self-paced training courses under the parameters of the $900,000 previously approved?

 

 

 

BACKGROUND:

At the June 2, 2021 meeting, the Commission authorized the Executive Director to enter into contracts with qualified vendors for the development of Learning Portal self-paced courses in an amount not to exceed $900,000 to be expended over two years (Item C). Staff identified the topic of hate crimes as a potential Learning Portal course to respond to proposed legislation (Assembly Bill 57).

Since that time, POST has been approached by the Museum of Tolerance for permission to develop the Hate Crimes online self-paced course. 

ANALYSIS:
POST concurs with the Museum of Tolerance's (MOT) belief that they are uniquely qualified to develop training on the topic of hate crimes. This decision will also allow staff to redirect staff time, focus, and funding towards the development of additional training topics with qualified vendors for Learning Portal self-paced courses.
RECOMMENDATION:

POST recommends the Commission authorize the Executive Director the ability to discontinue the development of a self-paced course on hate crimes. This action will allow the Executive Director discretion to develop self-paced training courses under the parameters of the $900,000 previously approved.
