ISSUE:

Should the Commission authorize the Executive Director to enter into a two-year contract with qualified vendors for the production of training video programs in an amount not to exceed $1,544,000?

BACKGROUND:

POST’s video programs serve as a high-quality, cost-effective training resource for local law enforcement agencies, academies, course instructors, and specialized course programs. Whether designed as standalone, full-length training video courses, or as segments integrated into other POST training courses, the programs are designed to assist agencies and trainers in meeting timely training needs and legislative mandates. All POST video resources are now offered as streaming videos on the POST Learning Portal and are available to agencies in the POST program free of charge. 

Topic-specific long-form training videos provide easy-to-follow steps for group facilitation by instructors and include options for CPT credit to be awarded to trainees viewing on an individual basis or in a small group setting. These in-service training videos are divided into multiple short training segments and provide enhanced features and options that include multiple scenarios, insightful interviews with subject matter experts, assessment questions, and sample training sessions featuring facilitated peer discussions.

In addition to long-form training videos, POST has produced numerous instructional and informational videos in support of specialized POST programs and bureaus, including the “Did You Know?” series, news briefs/legal update segments, Basic Academy videos, and contemporary videos supporting legacy programs such as Command College, Supervisory Leadership Institute, Cultural Diversity Program, Public Safety Dispatcher courses, Institute for Criminal Investigations, and Field Training Program. 

The last Commission action in support of POST’s video programs was in February 2020 with the approval of $1,540,000 for a two-year video production services contract for 2020-2022. This contract was fulfilled via public bid. Ongoing training needs for contemporary topics such as principled policing, de-escalation, crowd management, bias, use of force, officer safety, and other training mandates and timely topics continued to be satisfied via video programs with a total of 20 videos produced during the 2020-2022 contract term.

ANALYSIS:

The current video program contract expires on November 30, 2022. As POST continues to expand distance learning opportunities with added online features and courses on the Learning Portal, including development of Instructor-Led Online programs, staff is requesting continuation of professional production services via a two-year contract(s) for law enforcement video program design, development, and production.  

The scope of work proposed for video programs in 2022-2024 expands program flexibility and collaboration with other Learning Portal courses, placing added focus on production of specialized video segments. The video program types (Tasks) produced within the contract limits would include:

Task 1: Production of up to four (4) long-form in-service training video courses. The video-based courses are presented in a two-track design that accommodates either facilitated group training by an instructor or individual viewing by a trainee. These videos also serve as high-quality course resources for instructors of related topics. The topic-specific programs address contemporary law enforcement issues and are designed to meet POST’s continuing professional training requirements. The videos are comprised of multiple segments and produced in a documentary style up to 120 minutes in total length and delivered in digital format for streaming online.

Task 2: Production of up to eight (8) long-form videos in support of specialized POST training programs, instructor-led courses, or other Learning Portal courses. These videos feature a combination of scenarios, demonstrations, narration, graphics/animations, and subject matter expert interview segments to meet specialized POST program training requirements. The programs address timely law enforcement issues targeting the needs of specialized groups such as law enforcement supervisors, instructors, Regular Basic Course trainees, or public safety dispatchers. Videos are scenario-based or documentary style up to 60 minutes in total length and delivered in digital format for streaming online.

Task 3: Production of up to eight (8) short-form videos in support of specialized POST training programs, instructor-led courses, or other Learning Portal courses. Similar to Task 2 but shorter in length and smaller in scope, these videos will be designed in a format that features a combination of video footage (B-roll), narration, graphics/animations, and subject matter expert interviews to meet specialized POST program needs. Videos produced under this Task may include segments for inclusion in self-paced Learning Portal courses, brief tutorials, program orientations and overviews, or news package-style videos providing time-sensitive law/legal or policy change updates, law enforcement trends, and highlights of contemporary law enforcement training issues. Videos are up to 15 minutes in total length and delivered in digital format for streaming online.

RECOMMENDATION:

If the Commission concurs, the appropriate action would be a MOTION to authorize the Executive Director to enter into a two-year contract with qualified vendors for the production of training video programs in an amount not to exceed $1,544,000.
