APPROVAL OF ACTION SUMMARY AND MINUTES
1.Approval of the Action Summary and Minutes of the previous Finance meeting
The following are submitted for approval:

 

If the Finance Committee concurs, the appropriate action would be a MOTION to approve the Action Summary and Meeting Minutes from the last Finance meeting.
BUDGETS
2.Report on Proposed Budget for FY 2017-18
Governor Brown issued his January proposed Fiscal Year 2017-18 budget for the State of California on January 10, 2017. Attachment G includes the Governor’s FY 2017-18 May Revise budget for the Commission as well as a comparison to the current FY 2016-17 budget.
3.Report on Revenue
The Commission on POST is financed through a Special Fund known as the Peace Officer Training Fund. The Commission is provided a monthly update on the revenue collected by the State Controller’s Office and distributed by the California Department of Finance. POST depends on this revenue to perform its legal obligations to the State of California. Revenues collected through March 31, 2017 are 4.1% lower than last year’s revenue through March 31, 2016.
4.Report on Expenditures
The Commission on POST receives monthly updates from the State Controller’s Office on expenditures and the remaining balances. This report notates expenditures through March 31, 2017.
5.Report on Reimbursements
There has been a 43.1% reduction in reimbursements through March 31, 2017, as compared to the same period last year, due to lower than expected revenues distributed to POST.
6.Report on the Contract Enhancement Project

At its February 2017 meeting, the Finance Committee was provided a list of POST Recurring Contracts.  During the meeting, the Committee discussed the importance of ensuring POST is contracting with the best possible entities in the delivery of training.  The Committee then directed POST staff to: 

 

  1. perform an analysis of contracts; and 
  2. identify opportunities to increase the pool of training providers, with the ultimate goal of improving the quality of the training provided.
