Under Government Code section 11123(a), all meetings of a state body are open and public, and all persons are permitted to attend any meeting of a state body, except as otherwise provided in that article. Pursuant to Executive Order N-29-20, certain provisions of the Bagley-Keene Open Meeting Act are suspended due to a State of Emergency in response to the COVID-19 pandemic. Consistent with the Executive Order, this Commission meeting will be conducted by teleconference only. None of the locations from which Commissioners will participate will be open to the public.

Members of the public who wish to observe the meeting may view the meeting streamed live on the Commission webpage at https://post.ca.gov/Watch-Meeting. Members of the public who wish to comment during the public comment portion of the meeting may do so by calling: +1 (786) 535-3211 and entering Access Code: 581-069-421 or via the comments page. Written comments will be processed for the Commission to review, and therefore must be received no later than 8:00 am PST, on February 22, 2021 for administrative preparation.

APPROVAL OF ACTION SUMMARY AND MINUTES
2.Approval of the Action Summary and Minutes from the previous Committee meeting.
If the Finance Committee concurs, the appropriate action would be a MOTION to approve the Action Summary and Meeting Minutes from the last Finance meeting.
BUDGETS
3.Report on Proposed Budget for Fiscal Year 2021-2022
This includes State mandated reductions per Budget Letter (BL) 20-37: A General Fund reduction of  $442,000 and State Penalty Fund reduction of $990,000.
4.Report on Projected Revenues for Fiscal Year 2020-2021
The Commission on POST is partially funded through the State Penalty Fund. POST depends on this revenue to perform its legal obligations to the State of California. Revenues collected in the past 10 years have decreased significantly.
5.Report on Previous Fiscal Years
This report notates the Fiscal Year's 2018-2019 and 2019-2020 expenditures through the current Fiscal Year 2020-2021.
6.Report on Expenditures for Fiscal Year 2020-2021
The Commission on POST reviews the current Fiscal Year budget regularly to ensure compliance in spending. This report notates the current Fiscal Year expenditures for 2020-2021.
7.Report on Contracts Approved by the Commission for Fiscal Years 2019-2020 and 2020-2021
Report on training contract agreements and programs over $175,000 for Fiscal Years 2019-2020 and 2020-2021.
