The Commission meeting will be conducted in-person at POST Headquarters, located at 860 Stillwater Road, Suite 100, West Sacramento, CA 95605, in Training Rooms A & B (upstairs). APPROVAL OF ACTION SUMMARY AND MINUTES
1.Approval of the Action Summary and Minutes from the previous Committee meeting.
If the Finance Committee concurs, the appropriate action would be a MOTION to approve the Action Summary and Meeting Minutes from the last Finance meeting.

2.Report on the Quality Assessment Program

This is a report on the Quality Assessment Program's measurable outcomes and expenditures of Fiscal Years 2018-19, 2019-20, and 2020-21.

BUDGETS
3.Report on Expenditures from Fiscal Year 2020-2021

The Commission on POST has expended $50,789,323 for Fiscal Year 2020-2021.
$33,151,531 from the State Penalty Fund budget of $45,272,000 and $17,637,792 from the General Fund budget of $45,003,000.  $342,557 has been reimbursed to POST out of an overall reimbursement authority of $1,959,000.

 

4.Report on Expenditures Year-to-Date for Fiscal Year 2021-2022

The Commission on POST has expended $29,477,056 for Fiscal Year 2021-2022. $22,842,992 from the State Penalty Fund budget of $45,995,000 and $6,634,064 from the General Fund budget of $35,102,000. $6,418 has been reimbursed to POST out of an overall reimbursement authority of  $1,959,000.  

 

5.Report on Contracts Approved by the Commission for Fiscal Years 2021-2022

The Commission on POST has executed $15,441,039 in contracts over $175,000 out of a Commission approved amount of $19,047,238. $2,394,799 in invoices have been paid.

 

6.Report on Contracts Requiring Approval by the Commission for Fiscal Year 2022-2023

The Commission on POST is requesting approval for the attached proposed contract agreements totaling $24,184,699.

 

Breakdown: 

 

Fiscal Year 2022-2023 proposed contracts = $24,184,699

 

The training spending authority observed in the proposed budget galley is $13,397,000 from the General Fund (page 3 of the galley) and $12,555,000 from the State Penalty Fund (page 4 of the galley), totaling $25,952,000. This leaves a proposed amount of $1,767,301 for Letters of Agreement (LOA) and other needed contract obligations which may surface throughout the fiscal year. 

 

7.Report on Proposed State Penalty Fund Revenue for Fiscal Year 2022-2023

The State Penalty Fund Revenues are estimated to be $72,541,000 in Fiscal Year 2022-2023. The same as in Fiscal Year 2021-2022. The Commission on POST's proposed budget will be $110,166,000 for Fiscal Year 2022-2023, exceeding the SPF revenues by $37,625,000. 

 

8.Report on Proposed Budget for Fiscal Year 2022-2023

The Commission on POST's proposed budget for fiscal year 2022-2023 has increased by $27,110,000 and will receive additional ongoing funds of $20,600,000 in future budget years. Changes in authorized positions increased by 127 for a grand total of 263 authorized positions beginning July 1, 2022.

 

Implementation of SB 2—The Budget includes $22.7 million General Fund in 2022-23, and $20.6 million ongoing. SB 2 created the Peace Officer Standards Accountability Division within POST to review and conduct investigations into incidents of serious misconduct that may provide grounds for suspension or revocation of a peace officer’s certification.

 

Officer Wellness—The Budget includes $5 million one-time General Fund in 2022-23, to be spent over three years, to support the physical, mental, and emotional health of local law enforcement personnel through sustainable wellness programs, training, and research.

 

9.Report on Fiscal Year 2020-2021 Contracts Extended for Time

Thirteen contracts were extended for time due to COVID-19. Of those, the following three remain active:

1) Sherman Block SLI - 3/31/2022
2) Museum of Tolerance - 3/31/2022
3) ICI SME - 6/30/2022

10.Report on Request to Renew the Contract for the Robert Presley Institute for Criminal Investigation (ICI)

POST desires to enter into inter-agency agreements with qualifying entities during Fiscal Year 2022-23 in an amount not to exceed $5,235,193.35 to present the Robert Presley Institute of Criminal Investigation (ICI) program.

 

11.Report on Request to Renew the Contract for Command College

POST is looking to enter into inter-agency agreements with Government Training Agency during Fiscal Year 2022-23 in an amount not to exceed $484,684.25 to present the POST Command College.

 

12.Report on Request to Renew the Contract for Sherman Block Supervisory Leadership Institute (SBSLI)

POST is looking to enter into inter-agency agreement with a qualifying entity in an amount not to exceed $2,633,960.70 to present the Sherman Block Supervisory Leadership Institute (SBSLI).

 

13.Report on Request to Renew the Contract for Executive Development Course

POST is looking to enter into an inter-agency agreement with a qualifying entity during Fiscal Year 2022-23 in an amount not to exceed $391,265.00 to present the Executive Development Course.

 

14.Report on Request to Renew the Contract for Instructor Development Institute (IDI)

POST is looking to enter into inter-agency agreements with qualifying entities during Fiscal Year 2022-23 in an amount not to exceed $814,364.50 to present the Instructor Development Institute (IDI) program.

 

15.Report on Request to Renew the Contract for the Museum of Tolerance

POST is looking to enter into inter-agency agreements with the Museum of Tolerance during Fiscal Year 2022-23 in an amount not to exceed $1,556,000 to present diversity training programs.

 

16.Report on Request to Renew the Contract for Management Course

POST is looking to enter into inter-agency agreements with qualifying entities during Fiscal Year 2022-23 in an amount not to exceed $1,575,036.88 to present the POST Management Course.

 

17.Report on Request to Renew the Contract for Quality Assessment Program

POST is looking to enter into an inter-agency agreement with a qualifying entity in an amount not to exceed $583,064.00 for Fiscal Year 2022-23 and in an amount not to exceed $96,217.00 for the remaining Fiscal Year 2021-22, to operate the POST Quality Assessment Program (QAP).

 
18.Report on Request to Renew the Contract for Supervisory Course

POST is looking to enter into inter-agency agreements with qualifying entities in an amount not to exceed $1,859,048.97 to present the Supervisory Course.

 

19.Report on Request to Renew the Contract for Basic Academy Emergency Vehicle Operation Course (EVOC) Driver Training

POST is looking to enter into contracts with POST-certified presenters of the Basic Academy Emergency Vehicle Operation Course (EVOC) during Fiscal Year 2022-23 in the amount not to exceed $4,237,500.

 

20.Report on Request to Renew the Contract for Local Agency Audits

POST is looking to enter into an inter-agency agreement with the State Controller's Office (SCO) during Fiscal Year 2022-23 in an amount not to exceed $250,000 to audit law enforcement agency and presenter reimbursement claims.

 

21.Report on Request to Renew the Recurring Contract for the Force Options Use of Force De-Escalation Train-the-Trainer Class

POST is looking to enter into a contract with California State University Long Beach (CSULB) to continue presenting the Force Options Use of Force De-Escalation Train-the-Trainer course for Fiscal Year 2022-2023 in an amount not to exceed $668,580.76.

 

The Commission previously approved $667,500.76 which allowed POST to offer up to 24 three-day (24 hours) Force Options Use of Force De-Escalation Train-the-Trainer courses. This three-day course satisfies the training requirements of Senate Bill 230/California Penal Code Section 13519.10, Use of Force and De-escalation - Assembly Bill 392/California Penal Code Sections 196 (Homicide) and 835a (Force). It also satisfies the communications and use of force requirements of the POST Perishable Skills Program (PSP) established by 11 CCR § 1005.

 

REPORT ON REQUEST TO REVIEW CONTRACTS
22.Report on Request to Contract for Development of Training Videos

POST is looking to enter into a two-year contract with qualified vendors for the production of training video programs for Fiscal Years 2022-23 and 2023-24 in an amount not to exceed $1,544,000.

 

The Commission previously approved $1,540,000, allowing POST to fully support its law enforcement training video production and distribution needs. Continued training needs for contemporary topics such as principled policing, de-escalation, use of force, officer safety, and other training mandates and timely topics were satisfied by the training video program with a total of 20 videos produced during the last two fiscal years.

 

23.Report on Request to Enter Into Vendor Contract for Online Test Development, Delivery, and Administration Software

POST is looking to enter into a vendor contract for the development of online test development and delivery software in an amount not to exceed $324,000.

 

24.Report on Request to Enter Into Vendor Contract for Case Management System in Support of Senate Bill 2

To comply with legislative mandates enacted 9/30/2021 in Senate Bill 2: “Peace officers: certification: civil rights,” staff proposes to implement a new case management system provided by a qualified vendor. System costs should not exceed $2,000,000 for the first year. Recurring costs after the first year should be approximately $1,800,000 per year, dependent on the final number of state agency licenses required.

 

25.Report on Request to Enter Into a Vendor Contract for a New Learning Management System (LMS)

As part of the advanced distance learning program (ADLP) initiative, POST is replacing the current learning management system (LMS) with a new system under a new contract with a new vendor.

 

26.Report on Learning Portal Contract Amendments

As part of the Advanced Distance Learning Platform (ADLP) initiative, POST is in the process of transitioning to a new Learning Management System (LMS). Until that transition is complete, the existing LMS must be supported to prevent any interruption in service to the field.

 

27.Report on Self-Paced Course Development

After further analysis, POST is deferring the development of a self-paced course on hate crimes for the Learning Portal. POST is looking to discontinue the development of a self-paced course on hate crimes and permit the Executive Director discretion to develop self-paced training courses under the parameters of the $900,000 previously approved.
